Details
The spell only works on a subject that is the same race as the weaver. In order to affect the brain of another race, the weaver must have expert knowledge of the target’s anatomy.

A subject’s intellect can take a number of “hits” equal to the person’s Intelligence. Each success inflicts a point of Intelligence. When “0” is reached, the person is enfeebled. Each success, regardless of criticals, inflicts a round of confusion. Expert knowledge of another race’s anatomy requires Medicine 4 with a specialty in that race.
