Shipwright guilds oversee the design and construction of all ships as well as determine the requirements, fees, and licensing for piers, harbors, crews, and the usage of patrolled merchant routes. Before the fall of the Old Empire, the power and influence now wielded by these guilds was firmly within the purview of those governments whose lands bordered the Mar Dekàli. With the Empire’s fall, control of these items were relinquished so that the Old Empire guilds were able to disseminate their extensive knowledge of shipbuilding and navigation to all ports and kingdoms. In 35 DR, the Treaty of Fivendam was signed by more than a dozen member nations, giving specific rights to the Shipwright Guilds. In exchange for these considerable rights, the guilds are prohibited from engaging in merchanting unrelated to their traditional scope (i.e., shipbuilding).
